R. Taylor Ruilova concentrates his practice in the representation of public and private/independent schools and other members of the educational community. Taylor’s education practice includes litigation, construction issues, public contracts and bidding, contract review and preparation, budgetary issues, labor and employment, union negotiations and student matters. Taylor also works extensively with clients in the management of special education issues and litigations. Taylor has successfully litigated a variety of matters in several states and in New Jersey before the Office of Administrative Law, the Superior Court and the Appellate Division.

Taylor also handles Corporate matters, including the formation and structuring of general business and 501(c)(3) non-profit entities, preparation of corporate documents and regulatory filings, and the management of general corporate governance matters. In addition, Taylor works on Probate matters, including guardianships involving elderly and special needs adults, preparation of wills and estate documents, and estate litigation. Taylor handles Land Use matters, including obtaining site plan and subdivision approvals for properties in redevelopment zones.

In addition to his general education law practice, Taylor has lectured and provided numerous in-service trainings throughout the State of New Jersey on a wide range of school law topics, including special education, QSAC compliance, administrative issues, pupil residency, and pupil discipline.

Taylor is a member of the bars of the State of New Jersey and the Commonwealth of Pennsylvania. Prior to joining the firm, Taylor served as law clerk to the Honorable Ronald E. Bookbinder, then Presiding Judge of New Jersey Superior Court, Chancery Division, now Assignment Judge of Burlington County.

Taylor graduated from Washington & Lee University with a Bachelor’s degree in Spanish. After graduation and before entering law school, he worked for several years at a litigation law firm in center-city Philadelphia.

Taylor received his Juris Doctor degree from Rutgers University School of Law. As the Marketing Editor of the Rutgers Journal of Law and Urban Policy, Taylor authored a published note entitled “Camden 2015”, analyzing land use, condemnation power and urban redevelopment. At Rutgers, Taylor also served as President of the Student Bar Association. While in law school, Taylor worked in the in-house legal department of an international pharmaceutical corporation and as an intern for the Honorable Francis J. Orlando, Jr., Assignment Judge of the New Jersey Superior Court Camden Vicinage.

Taylor is a member of the American Bar Association, the Camden County Bar Association and the Burlington County Bar Association, where he is a member of several committees, including General Equity and Probate. Taylor serves as the Chairman of the Board of Trustees and Co-Chairman of the Men’s Group for the First United Methodist Church in Moorestown. He is also a member of the Moorestown Club of Rotary International. Taylor formerly served on the Board of Trustees for the non-profit Court Appointed Special Advocates (CASA) of Camden County.
