Areas of Practice



Todd H. Zamostien concentrates his practice in the representation of public and independent schools throughout New Jersey and Pennsylvania and defense against professional liability, employment liability, toxic tort, products & construction defect claims, as well as insurance coverage matters. Todd provides counsel on a wide variety of complex issues involving the Public School Contracts Law, the School Ethics Act, the Open Public Records Act, the Individuals with Disabilities Education Act, Section 504 of the Education Rehabilitation Act, the No Child Left Behind Act, the Open Public Meetings Act, student discipline, staff discipline and tenure rights, collective bargaining agreements, First Amendment/Free Speech issues and Board policy analysis, revision and development.

Prior to joining Comegno Law Group, P.C., Todd served as Lead Legal Advisor for the Federal Emergency Management Agency (FEMA). Chosen as one of only three attorneys nationwide to join FEMA’s National Incident Management Team, he responded and deployed to the country’s most catastrophic and complex natural or man-made disasters and/or emergencies. In doing so, he provided extensive onsite legal guidance on diverse matters, including statutory and regulatory interpretation, complex programmatic and policy decisions, contract and procurement matters, labor and employment issues, privacy and FOIA requests, and federal ethics concerns. Todd also served as FEMA’s lead attorney for the Hurricane Harvey disaster, leading and managing a team of over twenty (20) attorneys responding to the novel and politically-charged legal challenges presented by one of the largest and worst disasters in Texas history. In 2017, he received two Chief Counsel Awards for Teamwork and Collaboration for his role in Florida for Hurricane Matthew as well as for his work training fellow members of FEMA’s Office of Chief Counsel. Additionally, Todd is certified as a Federal Adjunct Ethics Official.

Todd is a graduate of Emory University, where he attained a dual-major Bachelor of Arts degree in Political Science and Sociology and was admitted into the International Sociology Honors Society, Alpha Kappa Delta. Todd earned his Juris Doctor degree from Temple University Beasley School of Law. At Temple, he served as Staff Editor for the Temple International & Comparative Law Journal, and received recognition for Distinguished Class Performance in both Trial Advocacy and Intellectual Property. During his law school career, he served as Clerk for the Honorable Sandra Mazer Moss in the First Judicial District of Pennsylvania and as Intern for the U.S. District Court for the EDNY pertaining to Holocaust Victim Assets Litigation.

Todd is a member in good standing to the Bar of the State of New Jersey and the Bar of the Commonwealth of Pennsylvania.

When not at work advising on educational matters, Todd is an accomplished guitarist and songwriter and spends much of his time performing as a member of local rock group, Midnight Singers.
