Mark G. Toscano specializes in the litigation of special education and general school law disputes by representing disabled individuals and their families, public boards of education, and independent schools. A member of the bars of the State of New Jersey and the Commonwealth of Pennsylvania, he has extensive experience in all facets of school law. Mark is also admitted in the United States District Court for the District of New Jersey, and the United States District Court for the Eastern District of Pennsylvania.

Mark is a cum laude graduate of Ursinus College, where he was a member of the Phi Beta Kappa International Honor Society, Phi Alpha Theta International Honor Society, and the Cub and Key Honor Society. In addition, Mark was awarded the Robert Trucksess Award for the graduate who will study law and shows unusual promise, and the Professor Elizabeth B. White Award for the best student historical essay. At graduation, Mark was awarded Distinguished Departmental Honors for his published senior honor thesis: “The Effect of the Great Depression on Shamokin, Pennsylvania.”

Mark earned his Juris Doctor degree from the Wake Forest University School of Law, and was also a visiting student at Villanova University School of Law. At Wake Forest, he was awarded the North Carolina Academy of Trial Lawyers Most Outstanding Advocate Award, and the CALI Award for Excellence, Constitutional Law II. Mark also served on several faculty/student committees, including the “Conversation with” Committee, Career Services Advisory Committee, and Marketing Committee. In addition, Mark was also a member of the Wake Forest School of Law Moot Court Board, and was a member on the Wake Forest University School of Law Criminal Moot Court Team, which placed fifth at the University Of Buffalo School Of Law Wechsler Criminal Law National Moot Court Competition. While at Villanova, Mark was a member of the Villanova University School of Law National Trial Team.

Mark provides various lectures, seminars and in-service trainings on all areas of School Law, and also teaches a graduate level course on School Law at Fairleigh Dickinson University, Peter Sammartino School of Education. Mark is also a member of the American, New Jersey, Pennsylvania, and Camden County Bar Associations, as well as the New Jersey School Boards and School Attorneys Associations.
